John is an experienced governance and probity expert who has worked at anti-corruption agencies such as the NSW Independent Commission Against Corruption (ICAC) and the NSW Police Integrity Commission, during a career spanning 30 years. John is a respected senior leader in probity advisory, fraud and corruption prevention, workplace investigation, ethical practice and conflict of interest management.
He is a licensed workplace investigator with experience across code of conduct, misconduct, bullying and harassment investigations, trained in trauma-informed practice to ensure investigations are handled with rigour and sensitivity for everyone involved. John is also an accredited mediator through the National Mediation Accreditation System (NMAS), bringing an additional dimension to Noble Shore’s dispute resolution capability alongside his probity and investigations expertise.
During his extensive career, John has worked with both the public and private sectors, including key agencies of the Commonwealth of Australia, NSW Government, Local Government NSW, and not-for-profit organisations. Some of his latest work has seen him lead projects with the Inland Rail, Transport for NSW, NSW Department of Justice, Charles Sturt University, University of NSW, Lane Cove City Council, Liverpool City Council and Hawkesbury City Council.
Megan Saxon is the Operations Manager of Noble Shore and is an experienced business administrator with over 24 years’ experience in the professional services sector.

Peter Barnett is an experienced probity practitioner, having successfully worked on a broad range of complex engagements across all levels of government. He is a leader in the fields of complaint management and corruption prevention, previously holding senior roles in the NSW Police Integrity Commission for 19 years.
Peter has provided probity services to Local, State and Federal Government clients on more than 150 engagements, including unsolicited proposals, sole source procurements and major infrastructure tenders. His work spans some of the largest and most scrutinised projects in NSW, including the $4.7 billion Western Harbour Tunnel–Beaches Link market sounding for Transport for NSW, the $600 million Western Sydney Airport Bulk Earthworks Package, and the $299 million Sydney Metro Waterloo Integrated Station Development. He has also advised on major state-owned corporation projects for Essential Energy and Water NSW, and led probity across council developments for Strathfield, Blacktown, Liverpool, Canterbury-Bankstown and Burwood, among others.
Before moving into consulting, Peter enjoyed a 28-year career in State and Federal Government agencies. In various roles, he provided high level advice to senior government decision makers on corruption, organised crime and terrorism risks.
Peter is an experienced presenter, having been a regular lecturer on NSW Police internal investigations training courses and delivered ethics training to the NSW Crime Commission. He holds a Bachelor of Arts (Macquarie University) in Political Science and History, and is an accredited mediator through the Australian Dispute Centre.
Neil Wassell is an experienced probity practitioner and qualified government investigator, holding a Certificate IV in Government Investigations (ICETS). He consistently demonstrates integrity, honesty and fairness in his investigations, reporting and technical writing.
Neil has provided probity advice on numerous high-profile state and local government projects and tenders, including developing probity plans, risk assessments and frameworks, attending tender evaluation meetings, and preparing detailed, risk-based probity reports for large and complex procurement processes. His project experience includes Inland Rail, the Sydney Olympic Park Station and Pyrmont ISD for Sydney Metro, Western Parkland City Authority’s Bradfield City Centre market soundings, and probity advisory work across NSW Health Infrastructure projects, including the RNA Pilot Manufacturing Facility and Viral Vector Manufacturing project.
Alongside his probity experience, Neil brings 10 years’ experience mediating consumer disputes and advising on NSW consumer law, and more than 15 years’ experience as a technical writer, preparing accurate, concise briefings and correspondence for NSW State Government Ministers and departmental executives. He has strong skills in document and policy review, stakeholder management, and preparing ministerial and Attorney-General briefing notes ahead of submission to government stakeholders.

Ngaire Kirwan is an experienced workplace investigation and integrity professional with more than 10 years’ experience in public sector complaint assessment, misconduct investigation oversight and accountability functions.
Ngaire has previously held senior and specialist roles with the Law Enforcement Conduct Commission and the Police Integrity Commission. She assessed complex and sensitive complaints, identified misconduct and integrity risks, led complaint assessment teams and provided clear, evidence-based advice to executive decision-makers.
Ngaire brings strong expertise in procedural fairness, natural justice and risk-based decision-making. She is recognised for her analytical judgement, complex report writing and ability to deliver timely, defensible outcomes in high-risk and sensitive matters.
